We developed a holistic equitable development process. Our proposal demonstrates how an engaging, flexible, and equitable process can create an exciting, adaptable, and exemplary place. In the first phase: (1) we build the institutional and financial capacity to guide future development, and (2) we suggest physical interventions around the Metro station and along M Street in Washington D.C.
